Risk Communication 

"During a pandemic, the overriding public health goal is to bring the outbreak under control as quickly as possible with minimal disruption. Effective risk communication is essential for achieving this goal (Barry, 2009). Health authorities have been criticized for their lack of attention to risk communication. 
In the face of an epidemic, terror, blame, rumors, and conspiracy theories, distrust in authorities, and panic can take hold simultaneously, This is why establishing and maintaining trust through honest, clear communication is paramount. History continues to show us that health communication lies at the heart of epidemic control, yet staffing for such communication is usually tacked onto health budgets as an afterthought, at woefully inadequate levels. (Quick, 2018, p. 150). 
Risk communication involves giving the public the information they need to make well-informed decisions about how to protect their-health and safety. Important elements of the WHO (2005, 2008) communication guidelines are as follows:
1. Announce the outbreak early, even with incomplete information, so as to minimize the spread of rumors and misinformation.
2. Provide information about whart the public can do to make themselves safer.
3. Maintain transparency to ensure public trust.
4  Demonstrate that efforts are being made to understand the public's views and concerns about the outbreak,
5.  Evaluate the impact of communication programs to ensure that the messages are being correctly understood and that the advice is being followed."

Now that the pandemic has reached almost every country in the world, we can ask ourselves: which heads of state and governments have followed the WHO guidelines? A rhetorical question, because we have already seen that nobody has followed any of the five points mentioned above.

From this crisis we are learning that virologists are not epidemiological experts, that both are not experts in public health and emergency management, and that all of these with politicians do not know how to communicate risks properly.
We have also learned that when the metaphor of a pandemic is war, words become propaganda, whose kernel of truth it would be the task of scientific journalism to identify. The latter, however, at least in Italy, is either inexistent or irrelevant. Thus public opinion remains not only locked up and isolated, but also very confused and untrust, when not terrified...
However, we can work now, each with their own responsibilities, to make the World Health Organization and public health policies the main focus of future international governance.

La comunicazione del rischio COVID-19 e l'epidemia di tradimento dell'OMS

 

Comunicazione del rischio 

"Durante una pandemia, l'obiettivo principale della sanità pubblica è quello di tenere sotto controllo l'epidemia il più rapidamente possibile con il minimo disturbo. Una comunicazione efficace del rischio è essenziale per raggiungere questo obiettivo (Barry, 2009). Le autorità sanitarie sono state criticate per la loro scarsa attenzione alla comunicazione del rischio.

Di fronte a un'epidemia, il terrore, le colpe, le voci e le teorie cospiratorie, la sfiducia nelle autorità e il panico possono prendere piede simultaneamente. Ecco perché stabilire e mantenere la fiducia attraverso una comunicazione onesta e chiara è fondamentale. La storia continua a dimostrarci che la comunicazione sanitaria è al centro del controllo dell'epidemia, eppure il personale che si occupa di tale comunicazione è di solito prsodi mira nelle revisione dei bilanci della sanitatà, a livelli tristemente inadeguati. (Quick, 2018, p. 150). 

La comunicazione del rischio consiste nel fornire al pubblico le informazioni necessarie per prendere decisioni informate su come proteggere la propria salute e la propria sicurezza. Gli elementi importanti delle linee guida per la comunicazione dell'OMS (2005, 2008) sono i seguenti: 

1.  Annunciare l'epidemia in anticipo, anche con informazioni incomplete, in modo da ridurre al minimo la diffusione di voci e disinformazioni.
2.  Fornire informazioni sulle misure che il pubblico può adottare per rendersi più sicuro.
3.  Mantenere la trasparenza per garantire la fiducia del pubblico.
4.  Dimostrare che si sta cercando di comprendere le opinioni e le preoccupazioni del pubblico sull'epidemia,
5.  Valutare l'impatto dei programmi di comunicazione per garantire che i messaggi siano compresi correttamente e che i consigli siano seguiti."

Ora che la pandemia ha raggionto quasi tutti paesi del mondo possimo domandarci: quali capi di stato e governi hanno seguito le linee guida dell'OMS? Una domanda retorica, perché abbiamo già visto che nessuno ha seguito nessuno dei 5 punti sopra menzionati.

Da questa crisi stiamo imparendo che i virologi non sono esperti epidemiologi, che entrambi non sono esperti di salute pubblica e gestione dell'emergenze, e che tutti questi con i politici non sanno comunicare i rischi adeguatamente.
Abbiamo imparato anche che quando la metafora di una pandemia è la guerra, le parole diventano propaganda, i cui noccioli di verità sarebbe compito individuare da parte del giornalismo scientifico. Quest'ultimo però, almeno in Italia, è o inesitente o ininfluente. Così l'opinione pubblica resta non solo rinchiusa e isolata, ma anche assai confusa e sfiduciata, quando non terrorizzata...

Possiamo però fin da ora lavorare, ciascuno con le sue responsabilità, affinché l'Organizzazione Mondiale della Salute (OMS) e la politiche di salute pubblica, diventi il fulcro principale della futura governance internazionale.

Camus on Coronavirus and Nowaday Reality



In The Plague, the famous novel by Albert Camus (1947), the doctor works tirelessly to lessen the suffering of those around him. But he is no hero. “This whole thing is not about heroism,” Dr. Rieux says. “It may seem a ridiculous idea, but the only way to fight the plague is with decency.” Another character asks what decency is. “Doing my job,” the doctor replies.
Over seventy years later that novel, in many cities around the world, including the Italian cities of Bergamo and Brescia, the public health organization is not allowing doctors to work decently: hundreds of Covid-19 patients die at home. Without palliative care, i.e. in a condition of inhuman indecency.
Reality always exceeds even the best literature.

Coping For Coronavirus Without Memory : an Urgent Challange

FROM CONFIRMATION BIAS TO MENTAL TIME TRAVEL


The human brain is not wired to think in exponential terms. Here is a thought experiment to make the point:
"If I asked you to go out your front door and take 30 steps, I'll bet you could guess about where you'd end up, without even taking that short walk.It's a simple linear step-by-step experience you've done a thousand times. But, what if I told you to take 30 exponential steps. That is to say, double the size of your step each time. 1 + 2 + 4 + 8 + 16 + 32 + 64... etc... If you took 30 exponential steps out of your front door, where do you think you'd end up? The answer? You'd go around the earth 26 times!"

This cognitive limit is what determined all the delays of governments in activating prevention measures facing with the mathematical extension of the pandemic.
The prevention of any danger lies in the rare ability to get out of the confirmation bias, that is, that human cognitive phenomenon for which people tend to move within an area delimited by their acquired convictions.
This, however, cannot be a justification: we can well imagine that intelligence and scientists have warned the political decision-makers about this bias. But the brains of the latter have not responded and have postponed the most urgent containment measures: the cases of Donald Trump and Boris Johnson are only the most striking.
I have already written (here) the reasons why it is appropriate for all of them to apologise publicly and take the opportunity to anticipate regret for the mistakes they will make during this pandemic crisis.

Now is the time to worry about another cognitive limit: whose scientists call  'mental time travel', more correctly future-oriented mental time travel (FMTT) when we imaginatively ‘pre-experiences’ future events (Michaelian et al. 2016, Michaelian, Kourken & Perrin, Denis. 2017. Memory as mental time travel).

We speculate about how our lives would become different, for better and for worse, to help us make important decisions. Whether the future in question is five hours from now or five years from now, research shows that we mentally project ourselves forward in time roughly once every 15 minutes that we’re awake.
Our brains allow us to visualize what we will do in the future by tapping into a function as important as our memories. It is our memorized experiences that we re-explore every day to make the most usual decisions about the near daily future. So, on the contrary, Alzheimer’s patients, who likewise often lose access to so many of their life memories, also have great difficulty describing in any detail what they might do in the future.

Now, the point is that in the face of this pandemic we have no experience and no memories to help us visualise our future in the medium-long term.

Psychologists can provide us with a series of tips to prevent fear, anger, stress in our new daily lives as prisoners at home, in these quarantines, whether voluntary or compulsory: maintain certain habits and schedules, alternate physical activity and leisure, do not follow the news too much, do not lose sleep, do not abuse drugs and psychotropic drugs, talk to friends with smarphone apps, and so on.
These are the recommendations of the World Health Organization (WHO) itself, but soon it will be not only a matter of help for coping with stress because the main fact remains that we have no experience of epidemics or wars that we can recall from the bank of our memories, to face the near future in medium-long term scenarios in the context of the present COVID-19 pandemic, in which, moreover, it is difficult to predict even its epidemiological trend.

Should the restrictive social containment measures - the lockdown - in Italy last too long, the risk is that emergency psychologists and social workers find themselves without answers: this is the challenge to which all the human sciences must respond urgently in the coming weeks and months. To find ways to provide answers to those who are providing mental health support to the affected populations: a range of victims that is perhaps unprecedented.

Affrontare il Coronavirus senza memoria: una sfida urgente


DALLA DISTORSIONE COGNITIVA AL VIAGGIO NEL TEMPO MENTALE

Il cervello umano non è programmato per pensare in termini esponenziali. Ecco un esperimento mentale per chiarire il punto:
Se ti chiedessi di uscire di casa e fare 30 passi, scommetto che potresti indovinare dove finiresti, senza nemmeno fare una breve passeggiata. È una semplice esperienza lineare e graduale che hai fatto mille volte. E se ti dicessi di fare 30 passi esponenziali. Vale a dire, raddoppiare la dimensione del passo ogni volta. 1 + 2 + 4 + 8 + 16 + 32 + 64 ... ecc ... Se facessi 30 passi esponenziali fuori dalla porta di casa, dove pensi che finiresti? La risposta? Faresti il giro della terra per 26 volte!

Questo limite cognitivo, è quello che determinato tutti i ritardi dei governi nell'attivare le misure di prevenzione all'estendersi matematico della pandemia.
La prevenzione di qualunque pericolo risiede nella rara capacità di uscire dai confirmation bias, cioè quel fenomeno cognitivo umano per il quale le persone tendono a muoversi entro un ambito delimitato dalle loro convinzioni acquisite.
Questa, tuttavia, non può essere una giustificazione: possiamo infatti ben immaginare che l'intelligence e gli scienziati abbiano avvisato i decisori politici a proposito di questo bias. Ma i cervelli di questi ultimi non hanno risposto e hanno posticipato le misure di contenimento più urgenti: i casi di Trump e Johnson sono solo i più eclatanti.

Sul perché convenga a tutti loro scusarsi pubblicamente e cogliere l'occasione per dispiacersi in anticipo degli errori che commetteranno durante questa crisi pandemica, ho già scritto qui.

Adesso è il momento di preoccuparci di un altro limite cognitivo: quello che gli scienziati chiamano 'viaggio nel tempo mentale', più correttamente, viaggi nel tempo mentale orientati al futuro (FMTT) quando noi immaginiamo eventi futuri come 'pre-esperienze'. (Michaelian et al. 2016 and Michaelian, Kourken & Perrin, Denis. 2017. Memory as mental time travel).

Noi speculiamo su come le nostre vite sarebbero diverse, nel bene e nel male, per aiutarci a prendere decisioni importanti. Sia che il futuro in questione sia tra cinque ore o tra cinque anni, la ricerca mostra che ci proiettiamo mentalmente in avanti nel tempo all'incirca una volta ogni 15 minuti dacché siamo svegli.  I nostri cervelli ci permettono di visualizzare cosa faremo in futuro attingendo ad una funzione importante come le nostre memorie. Sono le nostre esperienze memorizzate che ri-esploriamo tutti giorni per prendere le decisioni più abituali sul futuro prossimo quotidiano.  Per cui, all'opposto,  i malati di Alzheimer, che spesso perdono l'accesso a così tanti dei loro ricordi di vita, hanno anche grandi difficoltà a descrivere in dettaglio cosa potrebbero fare in futuro.

Ora, il punto è che di fronte a questa pandemia non abbiamo esperienze e memorie che ci aiutino a visualizzare il nostro futuro a medio lungo termine.

Gli psicologi possono fornire una serie di consigli per prevenire la paura e la rabbia nella quotidianità delle nostre nuove vite di reclusi in casa, in queste quarantene, volontarie o obbligate che siano: mantenere alcune abitudini ed orari, alternare attività fisica e svaghi, non seguire troppo le notizie, non perdere sonno, non abusare di droghe e psicofarmaci, parlare con gli amici con le app. Sono le raccomandazioni della stessa Organizzazione Mondiale della Sanità (OMS), ma presto non sarà solo una questione di aiuto per affrontare lo stress perche resta il dato che non abbiamo esperienza di epidemie o di guerre che possiamo richiamare dalla banca delle nostre memorie, per affrontare il futuro prossimo in scenari a medio-lungo termine, nel contesto della presente pandemia da COVID-19, nella quale, per altro, è difficile pronosticare anche solo il suo andamento epidemiologico.

Se le misure restrittive di contenimento sociale dovessero in Italia durare per un periodo troppo lungo, il rischio è che gli psicolgi dell'emergenza e gli  operatori sociali si trovino senza risposte: questa è la sfida a cui tutte le scienze umane devono rispondere con urgenza nelle prossime settimane e nei prossimi mesi. Trovare il modo di dare risposte a coloro che forniscono sostegno alla salute mentale delle popolazioni colpite: una gamma di vittime che forse non ha precedenti.

Pandemic Risk Communication: The Anticipated Regret

This aspect of the social perception of risks is useful to public institutions not only when they have to communicate effectively the social measures to contain the coronavirus pandemic, but also when they make mistakes in managing this huge emergency.

We are seeing that containment measures have been communicated on many occasions as suggestions, first, and as obligations, later, but without relying on "anticipated regret", which would have accelerated the adoption of the same measures by citizens.

State power - we see it in Italy at every daily press conference on updates about the evolution of the pandemic - tends to communicate in an increasingly reticent way. Fatally, when faced with a new risk as COVID-19, mistakes are made, and those who have to manage the risks try to evade or minimize them, under the pretext of not frightening public opinion. A more effective communication strategy would perhaps be better to give priority to feeling regret for mistakes made now and in the future.
The fear of public opinion would be tempered by trust in the public institutions, because trust is a stronger feeling capable of taming fear better than the uncertainty of a reticent communication that would like to reassure.

To give a 'heavy' example, try to imagine the plight of governments in the post-pandemic period when they will be asked to account for citizens who died without being treated for CODID-19, due to lack of public health or lack of medical staff or lack of places in intensive care hospital wards. 
The wounds and trauma in the memories of conflicts (and this pandemic is claimed as a war) may be healed in advance if both citizen and states have nowaday the courage to anticipate the apology for mistakes in their behavior or in public emergency managment

Comunicazione del rischio pandemico: il rimpianto anticipato

"Un altro motore emotivo per la stima e la prevenzione del rischio è il rimpianto. Il rimpianto è l'emozione di sentirsi così, per un evento o per una perdita. Spesso è associato al sentirsi pentiti - desiderare di non aver fatto qualcosa o sentirsi tristi per aver fatto qualcosa. Il rimpianto è tipicamente un'emozione che opera a posteriori: la cosa che dà inizio all'emozione è già accaduta. Tuttavia, i ricercatori che hanno studiato la percezione e l'assunzione di rischi hanno osservato che il rimpianto può funzionare in prospettiva. Parlano di "rimpianto anticipato". Le persone sono motivate ad evitare certi rischi perché anticipano che rimpiangeranno in seguito se si sono fatti da loro coinvolgere." (The Psychology of risk, Glynis M. Questo aspetto del percezione sociale dei rischi è utile alle istituzioni pubbliche non solo quando devono comunicare efficacemente le misure sociali di contenimento della pandemia, ma anche in occasione degli errori da loro compiuti nella gestione di questa enorme emergenza.

Stiamo vedendo che le misure di contenimento sono stati in molte occasioni comunicate come suggerimenti, prima, e come obblighi, successivamente, ma senza far leva sul "rimpianto anticipato", un fattore che avrebbe accelerato l'adozione delle stesse misure da parte dei cittadini

Il potere statale, lo vediamo in Italia ad ogni conferenza stampa quotidiana sugli aggiornamenti dell'evoluzione della pandemia, tende a comunicare in modo sempre più reticente. Fatalmente di fronte ad un rischio nuovo si compiono degli errori, e chi deve gestire i rischi cerca di eluderli o minimizzarli, con il pretesto di non spaventare l'opinione pubblica. Un strategia di comunicazione più efficace farebbe forse meglio a privilegiare il dispiacere per i gli errori compiuti presenti e futuri.
La paura dell'opinione pubblica sarebbe temperata dalla fiducia nelle istituzioni, perché la fiducia è un sentimento più forte, capace di domare meglio la paura, rispetto all'incertezza di una comunicazione reticente che vorrebbe tranquillizzare.

Per fornire un esempio 'pesante', provate ad immaginare la condizione dei governi nel post pandemia quando sarà chiesto loro conto dei cittadini che sono morti senza essere stati curatati dal CODID-19, per carenza di sanità pubblica o per carenza di personale o per mancanza di posti nei reparti ospedalieri di terapia intensiva. 
Le ferite e i traumi nelle memorie dei conflitti (e questa pandemia è rivendicata come una guerra) possono essere guariti in anticipo se sia i cittadini che gli Stati hanno oggi il coraggio di anticipare le scuse per gli errori nei loro comportamenti o nella gestione pubblica dell'emergenza.

Coronavirus Outbreak and Rule of Law: Need for Vigilance

More and more countries have their citizens locked up at home to fight the coronavirus pandemic. The need for measures restricting individual freedom is not questioned here: we are all well aware of the need to postpone the peak outbreak so as not to burden healthcare facilities. However, the situation for democratic countries poses a real risk to the Rule of Law, as soon as part of the public discourse lingers in comparison with war, as curried after 9/11 with the War on Terror
It's dangerous to handle the covid-19 emergency like it's a war and Hannah Arendt talks about it in the final section added to the second edition of her book, The Origins of Totalitarianism, in 1958, when she highlights how individual isolation and loneliness are preconditions for totalitarian domination. Concept then taken up in her later paper Public Rights and Private Interests (1974).

In Italy, for example, the over-regulation of the most personal moments of daily life is taking place with minimal involvement of Parliament. Legislation versus coronavirus emergency arises from decrees of executive power (i.e. decisions of the Council of Ministers) while the spread of the virus among parliamentarians slows down their function of control and balance.

In this sense, the reading of Hanna Arendt and her alert lies in the need for vigilance on the part of the community and the mass media. The independence, autonomy and critical capacity of the media are nowaday a bulwark of fundamental human rights and our democracies, so that our fears don't become "carte blanche" for governments.

Then we can say that yes, of course we are in our "own household(s)", but our responsibility and concern is also not to become idiots...!



Coronavirus e Stato di diritto: la necessità di vigilare

Sempre più paesi hanno i loro cittadini rinchiusi in casa per combattere la pandemia di coronavirus. La necessità di misure che limitino la libertà individuale non viene qui messa in discussione: siamo tutti ben consapevoli della necessità di posticipare il picco dell'epidemia per non appesantire le strutture sanitarie. Tuttavia, la situazione per i Paesi democratici rappresenta un rischio reale per lo Stato di diritto, non appena la maggior parte del discorso pubblico indugia nel paragone con la guerra, come si è verificato dopo l'11 settembre con la War in Terror.

È pericoloso gestire l'emergenza covid-19 come se fosse una guerra e Hannah Arendt ne parla nella sezione finale aggiunta alla seconda edizione del suo libro, Le origini del totalitarismo, nel 1958, quando evidenzia come l'isolamento e la solitudine individuale siano i prerequisiti per il dominio totalitario. Concetto poi ripreso nel suo saggio successivo Public Rights and Private Interests (1974).

In Italia, ad esempio, l'eccessiva regolamentazione dei momenti più personali della vita quotidiana avviene con un coinvolgimento minimo del Parlamento. La legislazione contro l'emergenza coronavirus nasce da decreti del potere esecutivo (cioè da decisioni del Consiglio dei ministri) mentre la diffusione del virus tra i parlamentari rallenta la loro funzione di controllo e di equilibrio.

In questo senso, la lettura di Hanna Arendt e la sua allerta risiede nella necessità di vigilanza da parte della comunità e dei mass media. L'indipendenza, l'autonomia e la capacità critica dei media sono oggi un baluardo dei diritti umani fondamentali e delle nostre democrazie, affinché le nostre paure non diventino "carta bianca" per i governi.

Allora possiamo dire che sì, certemente stiamo nelle nostre case, ma la nostra responsabilità e preoccupazione oggi è anche quella di non diventare degli idioti...!

Main Dangerous Bias in Social Perception During Terrorism and Pandemic

"Viruses can have more powerful consequences than any terrorist action," said Dr. Tedros Adhanom Ghebreyesus, Director General of the World Health Organization (WHO) from Geneva on 11 February. One month later, yestarday, he said "This is the first pandemic caused by coronavirus".

Indeed, during a pandemic as it occurs facing a terrorist attack (1), we put in place some mechanisms of social 'defence' rather dangerous (bias) because they erase the real perception of risk. The first one is distance. The one that allowed us to stand still (paralyzed by fear) looking at China, first, Korea and Iran, then; just as Europe was looking at Italy, and just as Eastern Europe is now looking at Western Europe, or as Southern Italy is looking at Northern Italy. Viral propagation follows a mathematical model that terrorism fortunately does not follow, but the defense mechanism that we all put in place is the same: I am far from danger, so I do not give a damn.

A second mechanism of social perception, similar to terrorism, is mechanism of the scapegoat, studied by René Girard. The victim is guilty, in this case his responsibility is declined, as during plague, in the figure of the anointer. It is too tiring to delve into the root causes of the pandemic: spillover, eating habits, climate change. We are not interested, but it is much easier to identify a stigma: the group of plague victims (the anointers) to stay away from. First the Chinese, now the Italians, ... and tomorrow, who knows?

There is a third level of perception similar to that found in victims of terrorism. It's the media that tells us or not the story of the individual infected, the victim of the virus, according to his social status. As long as they are  Chinese or Italian elders, we have no empathy: they are just numbers without stories, that is, dehumanized strangers. But if  a city mayor, a minister, a famous writer or football player are found positive for the coronavirus, then yes, it becomes legitimate to tell and spread their story. So the info sphere and media arena build empathic narrative toward celebrities and heros leaving the real victims dehumanize by number (3). And this causes a low risk perception threshold especially among young people and adolescents who tend to maintain their (dangerous) behavioral bias.

Awareness of the above 'errors in perception' is relevant for institutional communication to foster the resilience of communities reached by the pandemic. (4)

Sulla rimozione delle vittime da coronavirus

On the removal of the victims from corona virus in Italian public speech


"Le verità troppo evidenti, e che dovrebbero esser sottintese, sono invece dimenticate", scriveva Alessandro Manzoni nella Storia della colonna infame. Non ce ne accorgiamo neppure: possiamo parlare di rimozione.

Si ammalano, senza sintomi, il segretario del PD o il presidente del Piemonte ed è subito diretta video e profluvio di messaggi di solidarietà. Se si ammala il vecchio con sintomi gravi e poi muore, resta anonimo, un numero privo di biografia pubblica e qualsiasi solidarietà.

La comunicazione mediatica ci permette di nasconderci dietro i numeri e il loro anonimato di mantenere un enorme distanza emotiva. I numeri sono astrazioni che ci aggiustiamo alla bisogna per evitare dissonanze cognitive.

Detto in modo brutale: non sappiamo nulla dei morti oggi, per non sapere domani, quando eventualmente ci troveremo al triage di un ospedale, che il nostro ricovero in terapia intensiva ha il costo della vita di un altro più anziano e malconcio di noi. Ammesso di non essere noi il sacrificabile… Un verità che richiede veramente una misericordia oltre le nostre umane possibilità.

Posta questa verità “troppo evidente”, che senza l'aura letteraria manzoniana mi rendo conto suoni d’angoscia pornografica, resta la responsabilità preventiva della comunicazione, oggi chiamata a ridurre l'impatto della pandemia. Sul sistema sanitario, certo, ma soprattutto sulla coscienza, cioè il Sé più profondo, di chi al triage quelle scelte deve compiere. Quando cioè il verbo ‘decidere’ assume l'origine del suo etimo: tagliare la testa alla vittima, scegliere chi vive e chi muore.

Per usare ancora le parole del Manzoni, "l’adoprar doppio peso e doppia misura" verso le vittime al quale stiamo assistendo, questa rimozione, è il punto esatto che indebolisce la comunicazione istituzionale. Quella che ci chiede di cambiare le nostre abitudini per contrastare la pandemia da coronavirus. Abbiamo il coraggio di misure coercitive che piegano libertà ed economia, ma manca quello per raccontare le storie dei nuovi Guglielmo Piazza e Giangiacomo Mora. Non siamo nel 1630, sappiamo che l'untore è una chimera, ma le vittime innocenti ci sono e le loro storie e visi anche. Sono queste storie e visi, con le loro forza emotiva, che possono smuoverci, spostarci da abitudini consolidate e metterci di fronte alle nostre dissonanze cognitive.

Sono queste storie e visi, cioè quanto oggi rimosso dai media, gli strumenti per superare la mancata percezione del rischio da parte di molti, troppi segmenti di popolazione, giovani ed adolescenti in particolare (si veda). Chiedere di assumersi responsabilità di fronte a pericoli invisibili, come il coronovirus o il cambiamento climatico, è la cosa più difficile dal punto di vista della psicologia della comunicazione, ma quella istituzionale intorno a questa emergenza non può davvero dipendere dal solo linguaggio neutro di virologi e medici o dai numeri snocciolati dalla protezione civile ogni sera. Lasciare le vittime alla dimensione aritmetica dei numeri non favorisce altro che la loro de-umanizzazione e lascia la collettività nell’angoscia anonima delle sue vittime.

Il biasimo verso gli incoscienti nulla ottiene, se non di gratificare chi lo esprime. Se viceversa si cercano cambiamenti d'abitudine drastici, allora smettiamo di obliterare le vittime e, lo dico con estrema crudezza, diamole in pasto, come un ostia, ai "poveri di spirito".

Non servirebbe solo per la resilenza nell'attualità, ma anche per il domani, quando questa ‘guerra’ sarà finita: sui militi ignoti o, in questo caso, i cives ignoti, non si costruisce il futuro di un paese.

 

Dehumanize Victims By Numbers

"Truths that are too obvious, and that should be implied, are instead forgotten", wrote Alessandro Manzoni in the History of Infamous Column (1843). We don't even realize it: we can talk about removal. 
The secretary of the Democratic Party (PD) or the president of Piedmont falls infected with coronavirus, without symptoms, and it is immediately video directed and profuse of messages of solidarity. If the old man falls ill with serious symptoms and then dies, he remains anonymous, a number without public biography and any solidarity. Media communication allows us to hide behind numbers and their anonymity to maintain an enormous emotional distance. Numbers are abstractions that we adjust to the need to avoid cognitive dissonance. Put brutally: we know nothing around the dead today, to don't know tomorrow, when we will eventually find ourselves in the triage of a hospital, that our hospitalization in intensive care has the cost of life of another older and battered than us. Admitted that we are not the expendable (the the sacrificial victim)... 
A truth that truly requires mercy beyond our human possibilities. Given this "too obvious" truth, that without Manzoni's literary aura I realize sounds of pornographic anguish, there remains the preventive responsibility of communication, today called to reduce the impact of the pandemic. On the health system, certainly, but above all on the conscience, that is the deepest Self, of those who have to make those choices in triage. That is, when the verb 'decide' assumes the origin of its etymology: to cut the victim's head off, to choose who lives and who dies. 
To use Manzoni's words again, "the double weight and double measure" towards the victims we are witnessing, this removal is the exact point that weakens institutional communication. The one that asks us to change our habits to fight the coronavirus pandemic. We have the courage of coercive measures that bend freedom and economy, but we lack the courage to tell the stories of the new Guglielmo Piazza and Giangiacomo Mora. 
We are not in 1630, we know that the anointer ("l'untore") is a chimera, but the innocent victims are there and their stories and faces also. These stories and faces, with their emotional strength, can move us, move us from established habits (bias) and put us in front of our cognitive dissonances. These stories and faces, i.e. what is now removed from the media, are the tools to overcome the lack of risk perception by many, too many segments of the Italian population, young people and adolescents in particular. 
Asking to take responsibility in the face of invisible dangers, such as coronovirus or climate change, is the most difficult thing from the point of view of communication psychology, but the institutional one around this emergency cannot really depend only on the neutral language of virologists and doctors or on the numbers pitted by the civil protection every evening. Leaving the victims to the arithmetic dimension of numbers only favours their de-humanization, leaving the community in the anonymous anguish of its victims. Blaming the unconscious - who is not following the rules of prudence -  achieves nothing except to gratify those who express it. If, on the other hand, drastic changes of habit/bias are sought, then let us stop obliterating the victims and, I say this with extreme cruelty, let us feed them, like a host, to the "poor of spirit". 
It is not only for resilience in current events, but also for tomorrow, when this 'war' will be over: the future of a country will not be built on the Unknown Soldier or, in this case, the Unknown Citizen.

Coronavirus: The Social Perception Of Risk



Public communication errors around the coronavirus because the social perception of risk




Governments, which in these days face the emergency from COVIID-19, lack the awareness that they need specialists in communication psychology. In other words, those who are able to prevent or report errors in istitutional communication, knowing how to evaluate the impact of the latter on the public opinion or on some particular targets, such as young people and adolescents.

Since the beginning of the coronavirus pandemic many communication errors have been reported, but others have never emerged. From the infographic of the virus diffusion maps to the public health councils for its containment, there is a lack of awareness of how distorted they are in their social reading. It's a problem of social perception of risk and bias that causes the spread of panic and disobedience to the application of public health regulations.

Let's take some examples: drawing red dots too big when the numbers were still small creates the wrong and overestimated perception of the victims. Communicating how to wash your hands should be done in the knowledge that receiving such basic advice causes may shame in some people. And shame wounds pride and we risk having people who maintain their previous habits of personal cleanliness.

The most striking case we saw yesterday in Italy with the many young people still crowding public places in Milan and other cities in the "red zones": that is, in circumstances far from the practice of health councils of social distance. The youth universe is often characterized by paths in border areas, where a thin, faint thread separates the conscious elaboration of risk from the almost magnetic attraction it exerts on young people and their conviction of immortality. This attraction to danger, typical of adolescence, causes dangerous behaviour that evidently cancels out the efforts of social distancing by government measures. Parents should be required to pay special attention to the awareness of their sons and daughters. A specific public communication addressed to them would be needed.

More generally, governments need to equip themselves with a task force to examine institutional communication around this emergency in order to increase and ensure its effectiveness.

Coronavirus: la percezione del rischio nei giovani



L’universo giovanile è spesso caratterizzato da percorsi in territori di confine, dove un sottile, labile filo separa la consapevole elaborazione del rischio dall’attrazione quasi magnetica che questo esercita sui giovani e la loro convinzione di immortalità. 
Quel filo lo troviamo nei giovani che ieri sera ancora si trovavano nei locali pubblici dei Navigli a Milano, o in quelli di altre città in circostanze ben lungi dai "consigli" di contenimento del coronovirus (separazione e distanza sociale). 
Capita loro così anche in tante altre occasioni di pericolo, compresa quella di entrare in un gruppo estremista violento: da quello della tifoseria a quello terrorista. Il concetto di rischio nell'adolescienza è conesso a complesse dinamiche cognitive, emotive e relazionali, ma può finire nella figura dell'eroe immortale. Francesco Guccini, nella Locomotiva, cantava "gli eroi son tutti giovani e belli". Occorre ricordare che la percezione del pericolo dell'eroe lo rende anche piuttosto stupido.

Tra coronavirus e terrorismo, la nostra percezione sociale.


"I virus possono avere conseguenze più potenti di qualsiasi azione terroristica", ha detto il dottor Tedros Adhanom Ghebreyesus, direttore generale dell'Organizzazione mondiale della sanità (OMS). Lo ha detto da Ginevra il giorno del mio compleanno, lo scorso 11 febbraio, quando al coronavirus è stato dato anche il nome proprio: COVID-19.

Effettivamente, come occorre di fronte ad un attentato terroristico (1), abbiamo messo in atto un primo meccanismo di 'difesa' sociale: la distanza. Quella che ci ha permesso di stare fermi (paralisi da paura?) a guardare la Cina, prima, la Corea e l'Iran, poi; così come l'Europa è stata a guardare l'Italia, e così come l'Europa orientale sta ora guardano l'Europa occidentale o come il Meridione d'Italia sta guardando il Settentrione. La propagazione virale segue un modello matematico che il terrorismo per fortuna non segue, ma il meccanismo di difesa che tutti mettiamo in atto è lo stesso: sono distante dal pericolo, quindi me ne frego.

Un secondo meccanismo di percezione sociale, analogo al terrorismo, è  quello del capro espiatorio. La vittima è colpevole, in questo caso la sua responsabilità è declinata nella forma dell'untore. E' troppo faticoso addentrarci nelle cause profonde della pandemia. Non ci interessa, è invece assai più semplice individuare uno stigma: il gruppo di appestati da cui stare alla larga. I cinesi prima, ora gli italiani, … e domani, chissà?

C'è un terzo livello di percezione per cui regge il paragone. Sono i media che ci raccontano o meno la storia del singolo contagiato, della vittima del virus, in base al suo status sociale. Finché sono vecchi cinesi o italiani, non abbiamo alcuna empatia: sono numeri senza storie, cioè degli sconosciuti. Ma se sono trovati positivi al virus un giovane, un consigliere comunale, un ministro, un famoso scrittore, allora sì, diventa legittimo raccontare la loro biografia. Così la morte 'mediatica', da virus o attentato, non riesce mai ad essere "'a livella" suggerita da Antonio de Curtis, in arte Totò, ma disegna invece le varie classi d'importanza delle vittime.

Questi modi di percepire non è detto debbano essere insiti nella nostra specie. Certamente, però, anche solo dover re-imparare a lavarsi bene le mani non induce ad ottimismo, ché la serietà è una fatica in vita; dopo, un traguardo garantito: "Nuje simmo serie... appartenimmo à morte!"

Il progetto C4C nel libro "Terrorismo e Giovani"

Il primo progetto europeo in Italia dedicato alla prevenzione della radicalizzazione e dell'estremismo violento, Counter-narration for Counter-terrorism ( si veda la documentazione presente su questo blog qui C4C ) nel biennio 2012-2014 è citato in questa recente pubblicazione:

Tavolo di lavoro multiagenzia sulla prevenzione a Torino: le linee guida

La Città di Torino sarà presto la prima italiana ha dotarsi di politiche di prevenzione e contrasto agli estremismi violenti, sul modello multi-agenzia delle migliori esperienze europee e con l'approccio promosso dal Radicalisation Awareness Network (RAN).
Pur in assenza di una strategia nazionale, la collaborazione locale tra istituzioni, società civile e ricerca ha permesso, dopo 5 anni, di giungere a questo primo obiettivo con la possibilità di estenderlo ad altre città italiane e scalarlo per rilanciare l'attività parlamentare e governativa in materia.
